SPA produced a strategy that met multiple objectives including: the regeneration of the local village, the improvement of the gorge as a tourist attraction, the enhancement of the ecological value of the Gorge, and development of the local economy.

SPA undertook consultations with over 25 organisations such as local County, Parish and District Councils, National Trust, AONB office, Countryside Agency and other statutory agencies, tourism board, local residents, property owners, recreational groups and business interests, the police, local schools and funding partners. Surveys of traders in the Gorge and Village were undertaken.
